House of Representatives continues to hold sessions
SANAA, April 30 (Saba) – The House of Representatives, chaired by its Speaker, Yahya al-Ra’i, on Monday listened to the letter addressed by the Minister of State for Parliamentary and Shura Council Affairs, Dr. Ali Abu Hleika, on a draft law amending some articles of Law No. (2) of 1999 on Zakat with his explanatory note.
In light of this, the House of Representatives approved the referral of the matter to the relevant committees for consideration.
The Council listened to the clarification of the Deputy Prime Minister for Services Affairs, Mahmoud Al-Junaid on the subject of follow-up admission of students of the Faculty of Medicine, University of Hodeidah, at Faculty of Medicine at the University of Sanaa, and he affirmed that they were accepted, in implementation of the recommendations and decisions of the House of Representatives.
The House of Representatives listened to the response of Minister of Civil Service and Insurance Talal Aklan to the question addressed to him by a number of members of the House of Representatives on the constitutional violation related to the intervention of the ministry with the tasks and affairs of the House of Representatives.
Where the Minister of Civil Service and Insurance apologized for the errors that occurred, vowing to abide by the Constitution, the law and regulations, in addition of submitting a memorandum to the Ministry of Finance correct the error.
The House of Representatives listened to the recommendations contained in the report of the Defense and Security Committee on the conditions of prisons and prisoners.
The members of the House of Representatives stressed, in their discussions, on the need to work for the necessary treatment of prisons and prisoners and that the decision of cases according to the laws.
In this session, the House of Representatives listened to the report of the Joint Committee on the legislator to amend some articles of Law No. (17) for the year 2010 on income taxes, as well as the report of the Joint Special Committee entrusted with monitoring the implementation of the eight points mentioned in the recommendations of the House of Representatives.
The Parliament postponed its discussion of the two reports to a future session in the presence of the competent governmental side.
The House of Representatives listened to a question submitted by the Parliament’s Member Bassam al-Shater to the Minister of Finance on why government agencies, who receive revenues in foreign currency deal with the services they perform in exchange rate equivalent to the dollar, which depends on the black market exchange price not on the exchange rate specified in dollars adopted by the Central Bank of Yemen.
A member of the House of Representatives demanded the presence of the Minister of Finance to respond.
The Council had started its session by reviewing the minutes of its previous meeting and approved it and will continue to hold its sessions on Tuesday, God willing. The Council will hold an extraordinary session on Wednesday to discuss the issues on its agenda.
